Right now, the Russians are laughing their a$$e$ off. They have no intention of reducing their missle count.
Their attitude is "we'll do nothing. If the US also does nothing, we're no worse off than we were before. But if this Nancy-boy really does intend to get the US to reduce its missle count, we'll be ahead of the game."
